About HRD
The Human Resources Department was established in 2005 as a result of a restructuring exercise that recommended an integrated and dynamic human resources system in the University. The department is headed by a Director, Mr Sabastian M. Ngobi who reports to the Deputy Vice Chancellor-Finance and Administration. The MANDATE of the Department is Management and development of the Human Resources of Makerere University.
The VISION is To be the provider of excellent Human Resource service at Makerere.
The MISSION is To create an environment which maximizes the use of the Human Resources best practices and modern technology
The Department’s STRATEGIC OBJECTIVES include:
- To design and implement a Human Resource departmental structure to meet the needs of the University.
- To re-engineer the existing organizational culture towards positive work attitude.
- To formulate, implement and review the Human Resource Management Policies in line with the University strategic plan.
- Develop and implement a training policy which will address all the identified training needs of the University staff in line with the University Mission.
- To develop, implement, update and review a staff welfare policy in line with the Human Resource department Mission.
- To develop, implement, review and update a knowledge management policy in line with University policy.
- Review, re-design and implement macro and micro structures of the University, to meet the University Mission.
The Department is comprised of four Divisions namely: Employment, Performance and Appraisal, Stafff Training and Development, and Records & Information
Employment provides the Secretariat to the Appointments Board Committee of Council and Sub-Committees of Appointments Board. It handles matters related to appointments, promotions and discipline of all staff in the University.
Performance and Appraisal provides Secretariat to the Establishment and Administration Committee of Council. It handles all matters related to employee performance and welfare. It also handles transfers and administrative appointments in liason with the office of the DVC-Finance and Administration and Vice Chancellor as the need may arise.
Staff Training and Development provides the Secretariat to the Council Staff Development Committee. It handles all matters relating to training and development of all categories of staff in the University.
Benefits provide Secretariat to the Board of Trustees of the Retirement Benefits Scheme. The Division handles all maters relating to retirement benefits i.e. Inhouse retirement benfit scheme (IRBS) and the deposit Administration Plan (DAP). It also handles the Long Service award (LSA), Contract Gratuity (CG), Death Gratuity (DG) and matters relating to staff loans.
Records and Information handles all matters relating to personnel records both manual and electronic forms and working with all units in the Directorate to utilize Information and Communication Technology for effective and efficient performance of the Directorate’s activities.
